        Town Administrator James Smith & Debbie Jacques Administrative Secretary  

Chairman Geraghty calls the meeting to order at 7:00 followed by the Pledge of Allegiance.

Public Forum: James Dwyer of 142 Ariel Circle, Sutton speaks of the words “justice for all” in relation to citizens that are interested in sitting on a Board or Committee in the Town of Sutton and the guidelines used by the Town to appoint individuals. Also mentioned is the “necessary or desirable qualifications” for the Charter Bylaw Review Committee public records request.  Mr. Dwyer ends his discussion with a poem by Pushkin (Liberty) as it is National Poetry month. BOS Meeting Minutes from 3/20/2012 will be tabled to the next BOS meeting as there is not a quorum to review and approve by those in attendance.

Kings Campground Music & Dance: A request is before the BOS to hold musical entertainment at Kings Family Campground. Manager of the Campground Chris is present along with owner Lester Szawlowski. Chris informs the BOS they have musical entertainment every other Saturday from 6pm to 10:30 pm and quiet time begins at 11:00pm (the alternating Saturdays is movie night). Selectmen Chizy and Hebert have no issues, music stops at 10:30. Selectman Hebert asks if there have been issues that Police have had to be called to, Chris replies no, and they drive through the camp once in a while and are always welcome but no real issues. Chris is asked if the neighbors have any complaints, Chris replies no, he talks to all neighbors and his office is opened for them if they have concerns or complaints. Selectman Stuart is impressed with the opening weekend attracting such a large crowd. Ken goes on to say Kings Campground is another treasure for the Town of Sutton just as Waters Farm is. Ken thanks Mr. Szawlowski and Chris for doing a great job.  Chairman Geraghty asks if the people across the lake object to the music as well as any Public Safety concerns, hearing no issues, Kevin has no concerns, he goes on to say it brings investment and growth into the Campground. Selectman Hebert motions to approve the Music & Dance license to Kings Family Campground for the 2012 season, Selectman Stuart seconds passes 4-0

Draft Spring Town Meeting: TA Smith informs the BOS this is a draft, approved by Town Council, it will be before the BOS at the May 1st meeting.  TA Smith reviews the articles. No questions by Selectman Chizy and Hebert. Selectman Stuart and Chairman Geraghty discuss Article #10, a citizens petition to allow accessory apartments in detached units (garage, barn). Selectman Stuart would like clarification on exactly what this would mean as far as grandfathering, new construction etc., TA Smith says he can have Planning Director Jen Hager present at next meeting to answer any questions.  Chairman Geraghty asks what budget information will be available to those attending the meeting. TA Smith replies that the budget message as well as the summary & detailed budget information will be available on the Town website as well as in print at the meeting.

Request to increase Capital Stabilization by 2.5%: TA Smith says this is an annual request and the goal when this was started was to fund larger purchases without having to ask for debt exclusion overrides. Hearing no concerns, Selectman Hebert motions to authorize the Assessors to increase the Capital Stabilization Fund by an additional 2.5% increase to the FY12 override figure of $524,311 to $537,419. Selectman Stuart seconds passes 4-0
  
Town Administrators Update:
  • Mass Solarize Grant: Sutton was one of the 17 out of 30 applicants awarded this grant. There will be a Solar Fair on June 9th from 9 – 12:30 at the ELC. Jim said the selected provider will be the keynote speaker.
The House Ways & Means budget has been released. Chapter 70 funds increased by $60,880. And lottery aid by an additional $47,740. The Senate will release the budget late May; TA Smith is not changing the budget at this time. If the Senate approves the budget, the additional funds for Chapter 70 will be appropriated to the school dept. at the Fall Town Meeting.
  • The Fire Chief interviews will be held on Thursday, April 19th. There are 7 interviews (1 candidate has withdrawn) Jim commends the group involved in the interviews; he says they are very involved and active.

Selectman’s Roundtable:
        Chairman Geraghty mentions correspondence from Douglas Boy scouts thanking the Town of Sutton and Waters Farm for a wonderful camping trip held recently at Waters Farm.
        Also mentioned is a letter from Kopelman & Paige regarding Sewer Service Connections.


Chairman Geraghty entertains a motion to enter into Executive Session under MGL c30A, Sec. 21 #3 with the sole purpose of returning to open session for adjournment, Selectman Stuart seconds passes 4-0
